Hello and welcome from a fellow Floridian and Redfoot keeper!
At that size you have MANY options on being outdoors for a while. Keep in mind that he/she can quickly and easily overheat. provide shade. That that size tortoise can quickly and easily be carried off by any predatory animal and that baby Redfoot can climb and disappear forever in the blink of an eye.
I would place him in the yard whenever I had time to sit with him. I would not leave him unattended for even a moment.
Can you post a photo of the light bulb that you are currently using? I ask because there is a type commonly sold by pet shops that do harm to tortoises eyes.
Also, you will want to cover most of the top of your enclosure to help keep up your humidity. Redfoot, especially baby Redfoot need high humidity.
