Greetings

Penelope and I are looking forward to sharing ideas, concerns and fun stories.
Pene is approx. 6 to 8 mo old red foot tortoise.
This is Peneoples habitat n hopes it will help with answers. to the questions we have.
I noticed a scaly looking white pach on a couple of areas and I am a tad concerned.

Any ideas?

Put athlete's foot cream on the white areas and any area on her shell that looks suspicious in case it's rot.

EDIT: Can we see pictures of her plastron (bottom of shell)?

I'd also recommend covering the enclosure so the lamp has a place to sit on top of, hanging it overhead is risky.

Yup, that's rot. Keep the top layer of substrate dry to prevent it, it can be hard with a fogger though. You could use a closed-top enclosure so you won't need to rely on the fogger as much for humidity.

Kill off the fungus with betadine solution (tea-colored betadine soak might be best here as it's pretty widespread), lightly debride the affected areas before soaking in betadine to scrape off some of the rot. Only need to soak in betadine solution once or twice. After the soak smear some athlete's foot cream on all affected areas, reapply cream daily until the rot clears up.
