new tortoise need advice

ok so i recently rescued a sulcata hatchling not sure what its age is exactly but i suspect 1 month or so but the poor little guy wasnt taken care of very well no basking lamp and only had a heating pad for warmth but idk what kinda diet he was fed but poor thing is fairly lethargic and but iv given him a soak in some warm water to get some warmth in him and give him a chance to rehydrate got him a good mix of veg and put got him under a basking lamp im new to taking care of a tortoise iv done some research and ik he should be waaaay more active than he is need some advice to make sure this little guy is healthy

He needs a closed chamber enclosure. Basking with an incandescent flood bulb like you get for your house. All over temp 80 day and night and humidity of 80%.
Warm water soaks for 3 minutes a day.
Substrate either coconut coir or orchid/fir bark or combo of the two. He should be in at least a 2 or 3 x4 foot enclosure for now.

any food recommendations to get him started? currently got him on a mix of kale cabbage grasses and a little bit of carrot

Feed very little kale, cabbage and carrots.
Grass is fine if he eats it. If you have to do grocery greens go for the dandelion or pick from chemical free yard. Endive, ridicchio, arugula, optunia cactus pads. Little mustard and collard greens. Mazuri tortoise food.
Also, mulberry leaf, hibiscus flower and leaf, rose of Sharon flower and leaf.

My biggest concern is its weight since it's only 53g being at least 1 month old but likely 2 months at least
