About what age would you switch a tortoise to an open top enclosure? My Hermanns tortoise is about to turn 2 and he’s currently still in a closed top enclosure.

First, it is size not age.
Pyramiding is caused by growth in conditions that are too dry. If the tortoise is still growing, you don't want conditions to be too dry.
A large closed chamber makes it easy to maintain the temperatures and humidity that you want. There is really never a time I would prefer an open topped enclosure over a closed chamber, unless the entire room was the desired temperature and humidity all the time.
