Due to reading posts, seeing pictures, and because my Memito literally spent all day in his water bowl I think he has shell rot. I'm not sure though because his plastron looks the same from when I got him. Please please please tell me if it is and what I can do to treat it. Looks like a bit of bacterial damage as well as injury to the shell (like from scraping across something often)...but I wish the pic you provided could be a pic in brighter light.....

Looks like it could be the start of it, but shell rot does not really happen from long soaks, keep an eye on it, and use a weak iodine solution for now.

Does look bacterial or fungal. Scrubbing it daily is best, and then drying the area scrubbed. You can use beta dine like cap'n said. Or chlorohexadine works great too. Kinda has a dry rot look to it. Is the enclosure dry or super hot?

No. I get his substrate moist every morning. His humidity sits around 80%-90% and his temp is 85.

Well we can rule that out then. Even though dry rot is relatively the same as she'll rot. It's a bacteria on the surface that chews it's way through the keratine. Just scrub it daily and rinse it off. Should see some results in a matter of months. But if it worsens once you start the scrubs then may need to seek some higher power medicated ointment from a vet. I'd recommend changing the substrate too. It's more than likely living I'm the soil. Good tops for helping in elimating these things, or too keep it humid, but not saturated wet, also to feed on a food plate, and remove excess food, and leave potted plants in the pot(if used in his enclosure). Good thing is, that it's not that bad. If the shell starts getting pliable and soft, this will become, an issue. So monitor it closely. Progress like I said earlier will take some time. Tortoises grow slow, especially when the keratin is somewhat jeopardized with a foreign agent like bacteria or fungi.
