Hi,
www.thetortoisetable.org.uk is a good guide to torts safe plants for food and enclosures.
Dandelions are a favourite - but they won't last long. Spider plants are also popular to provide cover for the tort.
Many members sink pots into the substrate or plant seeds in trays so they can just be swapped over once they have been annihilated.

Grass, for sure. Mine didn't actively seek it out when he was tiny (and still doesn't if there are more tasty offerings) but he would accidentally eat it when going for other seedlings, and, when the clover is gone (and it will be in short order) they will eat it.
Plus, grasses should be the bulk of their diet.
