Please help I.D.ing my tortoise

Hi, we found this little guy crossing the road but don't know anything about him, from what ive researched he looks to be either a gopher or Sulcatas tortoise. we are located in Arizona. Any help identifying would be great thanks

He looks almost like a DT, but the large arm scutes indicate SULCATA!!

You might want to check with any neighbors to see if anyone has a pair of adults that might have hatched a clutch without them knowing about it. Could be lots more of the little ones roaming around and you wouldn't want any getting picked off by animals or cars.
