Possible Scale or Shell Rot??

Hey guys. So I recently rescued this tortoise and I've moved him into a 4x4 enclosure. And today I noticed one of his little scales lifted up near his face. Is this serious? Is he shedding? Or did he hurt himself? I've attached pictures. Also if you guys can take a look at his under shell and tell me if it looks ok? This is my first tortoise and I just want to make sure he is ok.

That’s just shedding. Nothing to worry about. 4by 4 is not big enough for your russian. He’ll need an at least 8ft by 4ft enclosure. Read this care sheet, it will explain everything you need.

Yes of course this is honestly just temporary. I'm building him a bigger enclosure. And I make sure to let him out for exercise as much as I possibly can. Especially on the weekends I let him out into my backyard. But thank you I appreciate the response immensely.

Normal skin shedding showing.

All animals shed skin. Snakes do it tidily all in one go. Humans do it in little bits that become house dust and tortoises do it in patches and look downright tatty half the time.

No potions or intervention needed. Old skin will rub off as your tort goes about its business.

As for the shell, there’s no shell rot there. Infact it looks remarkably tidy for a Russian (aka Horsfield). :)
