Car heaters work (as long as there's enough fuel to keep the car running).

Hibachi or camp stove to heat water. (But you have to keep reheating the water every hour or so.)

Put a jar or plastic bottle (with a tightly screwed on lid in case it gets knocked over, the larger that will fit in the enclosure, the better. The thermal mass will hold the heat longer than a smaller bottle.) of warm/hot water in the pen, then your tort can decide how close to sit to the heat source. Switch it when it cools down because it will cool the area as much as it will heat the area, so pay attention to temp.

Heat rises, so think about holding in what heat you can generate with some insulation (a blanket or two, pillows, even cardboard layers). On top and sides, not inside where the tort can get into trouble with it. Keep in mind that when your electric comes back on, that lights and heating elements might be touching the blankets and be a fire hazard.

If you have any sort of insulated jug or cooler, fill it with as-hot-as-you-can-get-it tap water as soon as the power goes off. Its at least a start.

When trying to insulate the enclosure, don't forget to insulate the bottom -- particularly if it's sitting on the floor.

Can you get a hand warmer at a drug store near by?

That’s a great idea. I live in alaska and will stock up on some hand warmers just in case.
