Yes. It's used mostly for lizards. I don't like any kind of sand for tortoises. It may cause impaction. If you keep your tortoise well-hydrated the risk is lower, but why take a chance?
The sand was originally designed and is still marketed as a "safe" sand because it acts as a calcium supplement if accidentally ingested. Unforunately, many keepers have found that the calcium sand has some property that actually makes it appetizing, which increases the risk of impaction.
Just about any cypress mulch, and even some cypress mulch blends, would be fine. Just check the contents and make sure they don't contain any pine. Fir is acceptable, as that is what orchid bark usually is.
