Puffs around the neck

What are these soft puffy things around the base of neck? When she inhales / extends the head, the puffs actually go away.
Are those fatty deposits? Weighs ~260g at 11.1cm SCL, which according to the formula is standard.

Does anyone have any idea? She is eating / pooping / growing normally in a 80F+ / 80%+ 4" x 2" closed chamber. However I am concerned as when I search the forum couldn't find much information (maybe I am not searching the right words) and this doesn't seem to be normal phenomenon?

There is a large confluence of blood vessels/veins (called an anastomosis) in that general area on each side of the neck where I have seen vets draw blood from tortoises a number of times, but if these are those anastomoses, they are the largest ones I have seen for a tortoise that size. If all else is normal, then you probably need not worry. If they get any larger, then you may wish to take the tortoise to a vet for another opinion.
