I noticed that my greek tortoise has a puffy neck. Is that normal ?

Looks normal to me in those pics.
There might be a little bit of water retention, but I don't see anything to worry about.

Seems fine to me. If there is anything wrong then there is something wrong with my tortoises too as they both have that.
