Sorry this is her sister and the humidty is 60-70% and soaks every dayhows the humidity and how often do you soak? sorry i dont have answers but this could be a factor? it should also help an experienced member advise i think. hope all is ok

It's only a 35 WATT so... But her eyes look like this usuallyThey do look a little bit puffy, but I'd need to see more than the one pic. When the tortoise is up and walking around do the eyes open more? What about in a soak?
Those solar raptors make A LOT of UV. Ever had a meter under there? Might be too much. Since they don't produce a lot of heat, some tortoises will spend a lot of time under them. It could burn their eyes.
A basking area of 90 might be a little too cool. I'd go a little warmer. 95-100 just in that basking area. Not the whole warm side.

A 35 watt Solar Raptor is capable of burning the eyes if the tortoise sits under it a lot or if its too close. A UV meter is the only way to know.
