Is it wise to let a Spur Thighed Tortoise and a Leopard Tortoise, be together in an enclosure? (Both are 6 months old)
And are the able to breed?

Definitely not. They both require completely different care, and could easily give each other diseases.
They would not be able to breed at that age.

6 months is too young to breed, but I would recommend keeping species separated because each can carry diseases that will affect another species.
We don't advise keeping species separate because of breeding, but rather because of the different germs each has that might make the other species sick or even dead.

.........and any 2 tortoises together in a limited space could result in a bullying problem which means that one tort could have a pretty miserable life and be injured or even killed.
One more vote for "no". Species should never be mixed, and tortoises should never be kept in pairs.
