If it doesn't say anywhere that it doesn't have any added chemicals, I wouldn't trust it.
But if it does, looks good
I obviously didn't look at the picture very well, it says right on the front that it's enriched with fertilizer, which means it's no good
If you go to a home and garden store, generally speaking anything that says "organic" on it is safe to use. If not, you have to read the fine print to make sure there aren't any synthetic chemicals added.

You can get sphagnum peat moss from lowes and walmart (well at least from where I'm from). It's incredibly cheap and comes in a huge bag. Heres the bag from lowes. http://www.lowes.com/ProductDisplay?partNumber=26986-1803-0082
