rain?

It's warm here in Pittsburgh but very wet. Should I be bringing my tort inside if his outdoor enclosure is all wet?

Depends on temperature and whether or not he has a warm dry retreat in the enclosure.

Add a dry hide in a high part of the enclosure. You don't want the hide to be in the flood zone.

We've been having 85-90f days here lately. My russians are outdoors. Every other day, I run the sprinkler on them and they live it.

It isn't hard to create a dry spot. Get some cement blocks, a row of two on each side. Cover with a something solid like a piece of wood or pavers.
Or put a piece of wood across the short end of one side of the enclosure.

With those temps, your tortoise can stay outside if they have somewhere to burrow to stay dry.

If you are getting flooding rain, with no breaks for several days, then it might be best to bring the tortoise in.
