Red on hatchlings shell

Hi, I am in the process of getting my wife a tortoise for Xmas.
I have the habistat table, the lights and everything else, that will be home for a couple of years and then will sort a new big enclosure for him
I've been looking for a baby tortoise now, I decided upon either a russian, Hermann, spur thigh or Sulcata (I know how big they get).

I found a dealer with 3 month old spur thighs, local so was perfect, arranged a price and collection on Tues. Ask for a few more pics and got these below, with red marks on shell, this from what I read is not good (scepticimeia) but not sure if it's usual for young ones? I don't want to buy if it's unwell, thanks for any help.

Those look like identification marks. Probably nail polish. Won't hurt a thing.

I do see a bigger problem. These tortoises are being housed on dry beech chips. That is not good. All of them look dehydrated and show signs of pyramiding starting. These babies have been started and housed incorrectly. I would not buy one.
