Does your tortoise live alone? Stress can be a factor too. Chronic stress can weaken the immune system.
What are your four temps? Basking, warm side, cool side and night?

None of mine ever have bubbles coming from their noses whether they are wet or not, so I do think you might have a problem. How are you measuring temps? Keep the ambient around 85 day and night for a couple of weeks and see what happens.
