Ruebens eyes and appetite

I had just gotten my tortoise about 2 weeks ago and I'm have some trouble. Reuben will not open his eyes nor will he eat his food. I have soaked him in water to see if he was dehydrated but he still won't open. I have tried multiple types if things for the food issue. PLEASE HELP!

Tell us more about your enclosure set up. Lights and heat using, substrate, soaking schedule, age and size of tort. As much info as you can give. If you are using a type of coil bulb, get rid of it now. They have been known to cause eye problems.
