Russian and Hermann Tortoises in the same enclosure

Both tortoises are female and are about 3-4 years old, can i leave them together? The russian tortoise likes to follow her and they sleep together too (they live outdoors)

No, species should never be mixed and never kept in pairs. Doesn't matter if both female or not.
