Russian tortoise heat stroke?

I built an outdoor tortoise table and left my tortoise in it. The air temp was about 88F and I came out later to check on him and he was foaming at the mouth and running around very fast to hide. I took him inside and soaked him for 30 minutes in room temp water and he calmed down. But now he's hiding under a log in his indoor house and he's also inside his shell. Any advice of what I should do?

Put him in the shade and drizzle luke warm water over his head and carapace.
