I am building a 8 feet by 4 feet indoor enclosure for my adult male russian tortoise and I'm wondering what Substrate i shuld use.

read posts by Tom ( with a tortoise shell symbol). Do a search - make sure you read every word Tom writes ( plus others but he has lots of info you really must read). Just my opinion as a newbie tortoise owner this year..
ultimately coconut coir and pure/ plain orchid bark ( not mixed with sny chemicals pesticides etc) plain.
