If you just want “light”, id say yes, pretty much any lighting will do to brighten up an enclosure. Incandescent, LED, even florescent can serve that function.

Yes I've been running into issues with my 4x8 cc. With just an 4' t5 and a flood for basking it's a little dark in some the corners

That said, your tortoise might like some darker spaces to hide in as well as having everything so lit up.
Yes, just trying to find the balance of brightness, not to little light so it always seems like dusk, but not to much that the entire enclosure is overly lit, I will probably go with an led flood pointed at the ceiling.

I've been using led lights in all of my closed chambers. Its working well for me. You can put all the different lights on separate timers and create your own "dawn" and "dusk" as well as the brightness of mid day.
