I hope this is an OK place to post this. The tortoise in the box is a pet of a neighbor about five houses down. The other photo is a tortoise that was recently found by a next door neighbor. Is it possible this is the same animal? They don’t look the same to me but maybe the one photo is it just wet? Thanks!

The one in the box has some pretty distinct shell growth. I can't tell with the other if it has those too. So another picture would be needed from that one.

Is the neighbor 5 doors down even missing there tortoise?

If they are NOT the same tortoise, finding one of the same species just a few houses away would be a huge coincidence.

Can't the owners of the lost tortoise look at the "found" tortoise and tell if it is theirs, or will the finders not allow that because they want to keep it?

Turns out it was in fact the same tortoise! Waldo has been returned home. I wonder why he suddenly is escaping? He's been in the same backyard for over 40 years.

He's escaping because no one has taken the time to make the tortoise enclosure/backyard secure. Hopefully they will learn a lesson from this.
