Scratch? Infection?

So I found out that there are wounds at these areas shown below. I don't know how Rover got them and I'm paranoid. Its appetite is normal, no lethargy. Not sure if it's painful or not. Any idea what could be happening? Should I go to a vet for safety measures? (Couldn't be substrate stuck there, I'm certain it's indeed red)

maybe he rubbed his legs on his head to hard..? i don't think it looks too bad. i'd just do daily soaks and keep that area clean. maybe apply a dab of antibiotic ointment to help a little but i don't you HAVE to.

Possibly was digging and scratched ?
Did you try to rinse it a little maybe substrate got stuck ?!

I don't see anything unusual there. Normal dirt and staining on a normal tortoise head.

I agree with Tom here looks fine from the pics I do not recc anything on it at this time
