It is where the scutes are raised because of low humidity. If it is really bad, it will look like pyramids. Mine has it worse than you but it is getting better. Just remember daily soaks and try to raise the humidity.

also what do you feed? show me a picture of the tortoise
I usually feel romane lettuce and he eats flowers and grass when I take him out side

Nope, wrong if your gonna feed grocery foods don’t just get romain it has almost no nutritional content. feed collard,mustard, thered way more but i really can’t remember RN also feed grass clippings and weeds. read the care i provided you with.

Assuming you live in the US, you have an adult, likely wild caught tortoise. It’s done growing, so anything like pyramiding would not change. However, your tortoise seems to just have a normal shell that you would see on a wild caught tortoise.

Keep in mind that your tortoise requires an 8x4 foot or larger enclosure.
