Shell problem

So I noticed this on his shell last night I think it’s a small whole but there’s like a scab above it thats soft and can kinda move but I think moving it hurts him..does anyone know what this is sorry if my explanation is terrible I don’t really know how to explain it.. I live in Canada Ontario and I can’t really find a proper vet rn

There is a lot of uneven growth. You need to check substrate is it sitting n a damp spot for shell rot. Do you provide uvb and calcium, heat, light etc..... please can you add pics front back and top scutes etc...

When I moved my 3yr old outside basically forever he was fine all summer. For the winter he is on a heating pad & my husband put up a side heater which worked until the temp dropped into the teens & 20s at night. He hung another side heater & that did the trick but I didn’t bother to look where he hung it until I noticed 1 of his scutes was oozing almost all the way around. He was getting too close to the new heater which was a lot lower & he was getting burned or drying out too much so the scute shrunk? I don’t really know but once the heater was moved up it stopped oozing & the ooze dried up & hardened all the way around the scute…no more problems & btw he loved cruising around in the snow all winter (maybe kept him hydrated?)
His insulated dog house on left & you can see his tracks in the snow…something I had no idea Sulcatas would do.

Do not put a heating pad under a tortoise without a heat source right above.
Your pictures didn't open for me. Yes many sulcata will go out in the snow but they need a heated large shed so they have room to move around without going out into the snow.

Can't really see what is going on or what may have caused it. Keep it clean and put some over the counter antibiotic cream on it daily after a warm water daily soak. Do this until healed.
Post pics of enclosure so we can help figure out why this happened.

The new growth seam is very large. You can help it harden by making sure the tortoise is getting a good calcium rich diet. And along with the calcium he needs UVB either from the sun or from a GOOD UVB light. New growth is soft at first, and sensitive.

I got him from pet smart almost 2 months ago I’ve been giving him calcium 2 times every week and leave the uvb on for at least 2 hours a day( should I do more time or maybe my UVB isn’t good) his substrate isn’t too damp most of the time isn’t damp at all. I also bath him every day for 15 mins, he eats daily as well..
could the temperature/humidity be bad too? I have the humidity around 60 and the heat stays at 80 and I try to cool it down more but it’s been hot the past few days here so its been hard to lower the temperature in his tank( I am currently building a tortoise tower for him)
