Sick Tortoise??

I have had a Hermann Tortoise for about a month now and I have noticed that my tortoise seems to be blowing bubbles of snot out of his nose quite regularly. His nose is wet and he doesn't seem to be very active. He usually just naps under his lamp all day. My thermometer has no batteries right now but I think it might be because the room is not warm enough. Any advice?

The room doesn't necessarily need to be warm, but the inside of the tortoise's enclosure DOES! He needs a basking light which simulates the sun and he can sit under it and warm up his inner core. Then he needs a UVB light where he will get the UV that makes the vitamin d3 which helps the calcium to make strong bones and shell. If he doesn't get these things he can't digest his food and so he loses his appetite.
