First can you tell us what his basking/hottest spot is, his warm side temp, and what would be the coolest temps he has? What temperature is that hide he loves so much? What kind of light and how long do you have it on each day? Is he getting any time outside? Most often an "always sleeping" tortoise is one with either heating or lighting problems.

This morning just has his heat lamp turned on it was 22deg in the cool spot
50degs hot spot

It does get alot Warmer after the cooker and such has been on.

He doesn't get anytime out side as I live in an apartment

The lights gets switched on at roughly 8am and off at about 10pm

But he doesn't come out until I get him out then he goes straight back

He also has a pool that he doesn't use.

He also has a large heat lamp reflector

I had to use a C to F converter ..lol. 50C is 120*F!! Much too hot!! Your cool side temp seems good. Lower your basking temp to about 35C. Are you using any UVB source?

I also would not block his door off to his hide.
