Hi there,
We have just got out shelled baby about 3 weeks ago and she’s a very sleepy little thing, she’s eating (not much) but is pooping baths every couple of days to keep her hydrated. She doesn’t come out in her own accord we have to get her up in the morning. Her lights on 7am-6pm with temprature of around 32 degrees she has a mix of hay and hemp in her bed area then substrate in middle with light and hemp in her cool area to hide. Noticed she’s not opening her eyes very much either. Any tips would be appreciated

Hi! So there could be a few things happening. First, tortoises adjust slowly to change and tend to hide and sleep a lot for awhile after a big change like a new home. Also Russians hibernate (brumate) in the winter in the wild and while it's not necessary in captivity they do tend to be kinda sleepy in the winter. The other possibility is that something is not right with your set up... usually temperature. Is it 32 degrees under the basking light? If so that is a bit cool. Also how are you measuring that temperature?

Also if you post a photo of your set up we can help a bit better.
And your substrate should be changed... read that link for a list of acceptable substrates.
