Soft Shell

I have a baby sully. His bottom shell is a lil soft. Is this normal? If not, what can I do about it?
He eats normal and poos normal and has fresh UVB bulb with weekly visits outside in the sunshine.
He also sleeps a lot. Is this also normal?

I'm not a sully expert but all babies have a little spring in their plastron. The question is, does it feel soft and leathery or springy?
