??? (spots on carapace)

My male Russian tortoise has strange spots on his carapace were the keratin layer was chipped off a little. Is this bad? Will it regrow? Is it painful? He doesn’t wince or anything when I touch it.

Its ok. Most russians have that. It's nothing to worry about

I have noticed them for a while and was just seeing if they would regrow

The keratin may possibly grow back over those spots, but it may not, either. If it does start to grow back, it will take quite a long time.

Not circled, but is there anything like flakiness going on at the top right of the shell

Marginal scute R3 does look damaged/flaky if that is the place you are seeing.
