My tortoises are getting a larger enclosure soon, and I was wondering about substrate. Right now they have bio-active substrate that is a mix of soil, orchid bark and coir. I used it because I wanted to grow plants. Well, in the new enclosure I won't be growing plants so should I stick with the Bioactive, or just use coir and bark? Can I still add pill bugs if I don't have soil? Will the torts stay cleaner with just the coir?

I don't see any reason not to keep using the substrate. Although a cheaper route would be organic manure free top soil. I don't know much about pill bugs in tortoise enclosures so I will leave that to someone else to answer.

You can use the same substrate. Maybe a peat moss/soil mix. What type of tortoise is it? Also mixing in sand helps make it drain better. Pill bugs can help eat anything uneaten they are cleaners. I see no problem keeping them in the enclosure
