Hello and welcome!

I understand how much confusion can be with heating/lightning and other aspects of tortoise care. Don't worry, we'll sort everything out.

Unfortunately, both lamps you've linked aren't the great choice. There are a few reputable brands who make high quality UVB lights. In UK you can get Arcadia, ZooMed or Reptile Systems (the latter has shorter lifespan, though), e.g. from SwellReptile online store.

Can you tell enclosure dimensions so I can suggest what lamp is a better fit. Maximum/minimum available distance between lamp and substrate is a very significant metric, so I need it too. A couple of overview photos would be also helpful.

Generally, besides a UVB lamp you will need a basking lamp (with a wide beam - like Arcadia Solar Basking Floodlight or ProRep Flood Spot). If room gets colder than 22-24C at night, you will need an ambient heat source (ceramic heat emitter) with a thermostat, as well. And a final touch are just bright daylight LEDs (household bulbs, non-colored grow lights etc.).

You can always consult this care guide for all aspects of tortoise care: https://tortoiseforum.org/threads/info-for-new-people-please-read-this-first.202363/ And, of course, don't hesitate to ask more questions.
