Sulcata question

My tortoise seems to be swallowing constantly or something. Every time he does it his head bobs up and down. He still eats and isn't sluggish. Has a 100° warm area. Is something wrong with him?

I fear he may have runny nose syndrome because every now and then I hear little popping noises coming out of him, but he is not blowing bubbles
