Here are some images of my sully's enclosure the hot side reaches 30°c while the cool side reaches 25°c. Please give some suggestions if there's anything that can be improved.
The last pic is the humidifier.

I don't use those compact fluorescent bulbs. they have been known to cause eye damage in young tortoises. Also, they're not the best for providing UVB.

Same thing I suggested earlier, change out the food and water bowls. They have been known to cause tipping and sometimes drowning. One of the best water bowls is the bottom of a plant pot, the saucer. Sink it down some so your tortoise can walk right into it. A piece of slate is great for a feeding spot.

Oh can you show me the best uvb light bulb to provide to my sully?

I don't know about 'best', but I like to use the tube type fluorescent bulbs like this:
