Try to obtain an Arcadia straight tube fluoresent bulb. Here is one which comes with a fixture to hold the bulb:

I would get the 12% one for most tortoises.
This light isnt available where I live could you suggest me another one ?

It could not be irritated from the lighting you are using could it? Coiled type fluorescent bulbs and Mercury Vapor Bulbs hurt their eyes. If you are using either of those types, get rid of them ASAP and change over to a straight tube fluorescent bulb for the needed UV.

If you are able to get it, this is my recommended eye drop for this type of situation: https://www.vetrxdirect.com/product...o8rjEPZYqL2q4ciyfAUCBJhjqbm-SjBv-cWDc5D7yLDwc

If you can't get the Neo-Poly-Dex I linked above, this would be my next choice: https://www.amazon.com/dp/B01N7BTWEN/?tag=exoticpetnetw-20

If you can't get either one of the above, just leave it and hope that there is nothing really wrong with the eye.

Just hold the tortoise at a slight angle so that the affected eye is pointing a bit upwards rather than out to the side, then hold the bottle upside down about 10 mm above the eye and squeeze gently until a drop falls onto the eyeball. Do this twice a day for about 10 days.

In the event that there might be irritation starting in the other eye which is not yet obvious, you could put a drop in each eye twice a day.
One more thing I give my tortoise a bath everyday and the water has chlorine in it does that cause any problem in its eye ?

I don't think so. I bathed my tortoises (literally hundreds of them) in chlorinated water for many years and never had any eye issues.

Okay great ..
You could get a reverse osmosis machine and eliminate a lot of chemicals from your water, which would also prevent the water from causing hard water stains on the shell as it dries, but that machine is not a necessity, just a matter of personal preference.

It would be ideal to wait about 10-12 hours if possible, but 6-8 hours is OK if waiting longer isn't an option for you

After 10 days, you can stop. It will have done as much good as it will do by then.
