Tortoise not eating

When I first got my Russian tort she was eating perfectly(About 1 kale leaf). But 2 years later he is barely eating a leaf .

Info she lives outdoors
Summer is 78-100

Mine eats most after a good soak. She also eats more on her own in her outdoor enclosures where there are a ton of weeds. Perhaps planting your enclosure would help. Also heat helps them digest food.

That's not enough variety. They need more and different food, and they like a rotation. What you're offering should be part of a healthy diet, not the entire diet.

Add plantain, grape leaves, rose of Sharon leaf & flowers, endive, spring mix, mulberry leaves, geraniums, hibiscus, day lily flowers, violets and more. Do your homework and add more foods.

Try adding mulberry leaves, grape leaves, radicchio, Belgian endive, endive, escarole, and lots more. A varied diet is essential for a healthy tortoise.
