Tortoise sleeping alot.

I recently got my tortoise a new enclosure, he roamed around for the first day then ever since he literally just gets up eats food then goes back to bed, I wouldn't be too concerned however the part where he sleeps in doesn't have access to a UVB light so I'm wondering if he will be okay if he made a habit of it.

Can you post pictures of your tortoise and enclosure?

What are your enclosure temps? Basking, cool side, and night. If you are not using UVB, does this tortoise get any time outside?

Yeah he goes out every time it's hot.

Cool Temp is 28c, Basking is 34c, IDK night time temp though.

He's also super dry, what do I do to solve that just bathe him more?
