Urgent help please!

Hi!
I have had my Russian Tortoise for 6 years now. The first 3 years he was really lively- always wanting to get out of the cage, go in the garden and always ate lots of food. within the 4th year he began trying to hibernate (he lives inside and had never tried this before). His first attempt was failed- he went into hibernation in December and came out only a few weeks later. the next year we decided to help him when he was ready- he was in hibernation for a good amount of time this time round and we had moved him into the garage to ensure it was an appropriate temperature. when he came out of hibernation, he did not eat. we bathed him, replaced his lamps as we thought he was too cold, gave him a variety of food, but still NOTHING. this has been going on for almost 2 years. He HAS NOT eaten and I honestly am at a loss of what to do. we have tried everything. we attempted to bathe him regularly but that involved waking him up, we even thought he may be too hot! but this was evidently not what was wrong. he goes into a hibernation in the middle of summer- this year he hasn't woken up for more than a week and again has eaten nothing. WHAT DO I DO!!??

This area is not my expertise by any stretch. But it doesn't sound like hibernation to me.
I have no hibernation experience. But it sounds more like a chronic illness.
Are you saying he's done that for 2 years? Or that he hasn't eaten in 2 years?
The post is as puzzling as the problem.
@Yvonne G is our friend.
She also "does" hibernation.
Any insight, ma'am?
I assume that the lack of responses means that most of us are puzzled.

Something isn't right. Your tortoise should not be hibernating in the summer.

He needs a VERY bright UVB light, or else to live outside in real sunshine. You'd be surprised how much more energy an indoor tortoise has once he's covered with the correct lighting.
