Using only cypress mulch

I'm going to re do the substrate in my tortoise tank , right now I have organic potting soil with cypress mulch on top I was going to make the new set up with only cypress no soil ,, is this okay

I like using the soil on the bottom for a few reasons....good to plant stuff in, holds humidity well, and good for tort to burrow it.
