You can get a large dish and lay some large flat pebbles inside to make it more accessible for a tortoise. The real concern is that it will take a lot of space in the enclosure.
is there anything else I can use as a water dish from what i know the food dish doesn’t need to be larger than the tortoise and doesn’t need to be rough

You can use plastic saucers, artificial stone plates and such. The goal is to make dish easy to get in and out and provide good traction when wet. Whatever suits these criteria - is okay. I used shallow plastic plates (with rough surface, used to place under flower pots) and artificial stone dishes - they worked fine, but these aren't the safest options.

You could bury plastic plant pots or cut holes in them. If you have a opaque plastic box, you can also cut a hole into that to make a hide.

If you're talking about three babies:
- I'm not sure the previous enclosure discussed is big enough for three tortoises.
- you can't know their sex at this age, meaning you might have a mix that doesn't work well together, do you have enough room to house three adult tortoises separately (8x4 enclosure each) in case this happens?

If you're willing to get a bigger enclosure now and have the room for three 8x4 then yes it is okay.

It would be a good idea to have only ONE at first, until you are comfortable and good at caring for a single tortoise. Then, once you are good at taking care of that ONE tortoise, you might consider expanding your keeping to additional tortoises.

You would need to have room to have one 4 foot by 8 foot enclosure for each tortoise and you have been saying you don't have room for one enclosure of that size currently, so you shouldn't be thinking about more until you can keep one very well.

I saw a video that says that i can plant wheat seeds and it doesn’t need substrate nor sun or even fertiliser and it grows in 7 days
Can i feed it to the tortoise?

You can use this website to check if a plant is safe: https://www.thetortoisetable.org.uk/
If you want them to grow enough to feed them to your tort it would probably require at least some sun (I'm not sure)
I believe you could also do this with chia seeds.

Probably it's better. But you need to look at technical specs - wattage, lumens or similar. Also, adjustable color temperature often means that there are two sets of diodes (cool and warm colored) and this makes lamp dim in "cool" and "warm" light modes and bright in "neutral" mode. Not a problem per se, but to keep in mind.

I would look at something like this one: https://www.amazon.ae/HOMINA-Bedroom-Cabinet-Kitchen-Backlight/dp/B0DFX1XMVF/

Or any other suitable COB (not SMD), non-RGB (pure white) LED strips. 1000lm per meter, CRI >95 are good specs. Color temperature no less than 5000K (colder white).

SMD LED strips are usually not very bright and RGB are even worse because they have 4 sets of LEDs with rather large spacing between them.

Will the ip20 be enough since the humidity should be 80%
