how long can a tortoise go without uvb? Is it safe to leave a tortoise without uvb for a about a week or so?

Yes. They can, in theory, live forever with no UV with the correct diet and supplementation.
We used to have a moderator here that lived in Cadillac Michigan. Her tortoises were outside all summer and she kept them all indoors over winter with no UV at all. They all did great. No problems.
