UVB lighting or lack of

I live in N.Y. My torts live outside from about May through October. Coming in at night as needed.
With all that natural sun for 6 months does anyone just use heating bulbs without uvb on a long term bases?
Just wondering. I do purchase new mvb bulbs each October. But recently read about a well known tortoise keeper who doesn't use artificial uvb. Opinions???
