The US Postal Service says...

...if you recieve anything in the mail Un-solisited, it is yours free of charge.

This was initiated many year ago when Department Stores would send Unsolisited merchandise to thier Catalog customers and a bill, then insist on payment. It was later concidered unethical sales practice and was then enforced by the Post Office (who delivered the packages and is a Government Agency) by making anything sent thru its offices, Unsolicited, Free to the customer.

I know if it was sent thru the US Postal Service (delivered by...) But I think it is an old enough Law (late 1800 early 1900) that it applies to ALL postal agencies in the USA (any agency that delivers mail in the USA)

If you get a bill send it back and tell them to prove you ordered it. Accepting the package IS NOT proof you ordered it!

He lives in Canada. The US postal service does not apply there.

In the UK we'd be trying to return it as we don't want an invoice.

For a few dollars across international boundaries, I suspect it wouldn't be worth the sender pursuing it through the courts in either country.

Are you able to identify the sender? Was the package addressed to you by name?

Ok so I contacted the guy pretending to be a customer under my own name. O said I'm away right now but when I'm back can I order some names Tyler of Oshawa. His reply yes of course just let me know. So I think he has no idea he sent it to me.

Because turns out I do know him but from a year ago I asked for a shipping quote. But haven't spoken since. So I'm thinking a messed up order. Should I keep it or should I say something?

What kind of relationship do you want to have with him in the future? Will you be a real customer at some time? I think I'd say something to the guy.

(Of course, if it were me, I'd have completely forgotten that I ordered and be denying it all way until they sent me back a copy of my email.)

Opps, Sorry I thought it was a Canadian sending it to an American.

Yah, that law ONLY applies to packages DELIVERED in the US.

Hmmm...nobody's ever mailed me a Canadian...

But if anyone ever takes a notion to, this choice would be OK:
