It looks okay, but we can't see how tall it is from a top view. If it has low sides and it is sunk into the substrate, then it is probably okay. My main concern would be how slippery it is under wet tortoise feet. If the tortoise can't get any traction to climb out, it might not like it, and that might make it avoid its water source. This is the same reason why I don't like the "glazed" clay or terra cotta saucers. Too slippery.
