Watery eyes are usually a sign of being dehydrated. I would give her a good soak. The water should be warm, but not hot, and just up to the bridge between the plastron and carapace. She should be able to raise her head out of the water with little to no effort.

What kind of substrate do you use? What kind of bulb/s? What do you mean by contact lens water? Causes of watery eyes off the top of my head are dry substrate, something irritating it (substrate dust, sand, etc), using a bulb such as a coil one that can cause dangerous issues like blindness, bulb at an angle shining into the tort's eyes (the bulb face should be parallel to the surface), dehydration, or a medical problem.
