It depends upon which subspecies of Hermann's that you're referring too. Generally speaking, female Eastern Hermann's, Testudo hermanni boettgeri will begin to produce at around 5"; Dalmatian Hermann's, T. hermanni hercegovinensis around the same, sometimes as small as 4 1/2"; Western Hermann's, Testudo hermanni hermanni as small as 4". These size as which they begin to produce eggs depends completely on subspecies, the maturity size of a tortoises particular race in the wild and a tortoise's age.

Weight has little to do with egg production except that a tortoise that is too light in weight may have health issues that will prevent it from producing eggs.

A male Boettgeri should be easy to find. In fact Tim/Robin on this site has a nice captive born male for sale last I knew. A male Dalmatian a little more difficult. One of the biggest problems with finding a Dalmatian (male or female) is verifying that it is in fact a Dalmatian. There are several Eastern/Dalmatian hybrids out there.
