I think it is some kind of beetle, I’d switch out your substrate, not because of the beetles, but those white stones are a serious hazard if he starts eating them(many have been known to do so) I’m not sure what those green balls are either, also may I ask what kind of food that is?
For substrate your best bet is orchid bark, cypress mulch or damp coco coir, some do a coir base with the bark on top, avoid reptisoils or store bought soils, hopefully this link might be useful to go over

You need to remove that substrate ASAP. That white stuff is perlite and they all eat it, and it can be deadly. Don't let him be on that for even one more day.

Do you feed mealworms? Those look like the beetles that the mealworms are the larval stages of. If some weren't eaten and managed to develop into adults, they'd look like that.
As was stated above - the substrate needs removed yesterday, that white stuff can kill your tort.
It blocks their intestinal system. And the green crystals are probably fertilizer which can make them ill or kill them, too, depending on specifics of what's in it.
What kind of food is that in the dish? Is your tort the Russian you were looking for earlier? If so these might be helpful -
