White around eyes

Does anyone know if it is normal for a tortoise to have white spots around their eyes?

How often do you soak this baby? You should be putting him into a dish of warm water for about 15 or 20 minutes daily. Use a dish he can't climb out of, and put enough water so it comes up to the middle of his sides (where the top meets the bottom).
